			<content:encoded><![CDATA[<p>The possibility of one or more countries leaving the euro is leading the way for wealthy foreign investors to invest in the relatively safe haven of the UK property market.</p>
<p>Investors are highlighting that the UK’s biggest attractions are its security and stability, along with its liquidity and well-kept property registers. One international property broker stated that “The UK is a place to put cash outside of the euro zone; it’s fair to say that is a real and live trend.”</p>
<p>The debt crisis in the euro zone has been disastrous to markets across the globe and has led to an upheaval of the Greek, Italian and Spanish governments. </p>
<p>Indications that Greece might return to the days of the drachma, and the much smaller chance that Italy could also leave the Euro has been enough to increase interest in bricks and mortar outside of the euro zone completely. </p>
<p>Data from leading UK estate agents Knight Frank shows that interest in the UK property market is reflecting the severity of the debt crisis in countries suffering the most. Property purchases in London saw increases in buyers from Greece (2.63% up from 1.7%), Italy (2.63% up from 1.9%) and Spain (0.7% up from 0.6%), with buyers from the Middle East and North Africa also becoming more active following the Arab Spring.</p>
<p>These trends look set to continue for as long as Europe remains immensely worried about the value of their assets. “If for whatever reason the drachma came into being, and Greece was thrown out of the euro zone, it would plunge against the euro and assets held in Greece, or any country that was thrown out of the euro, would plunge in value,&#8221; Knight Frank said.</p>
<p>Foreign investors have stated that they want to place their money in a safe haven, not in a bank or stocks and shares because they are just too volatile in the current climate.</p>
<p>It isn&#8217;t just the wealthy who are looking for a safe home for their hard-earned cash. Property prices in London have appeared on the market with price tags of £250,000, aimed at potential investors from abroad.</p>

			<content:encoded><![CDATA[<p>Buying property in Cyprus is a bit more risky than buying in the UK, but there are laws in place that will ensure a smooth transaction if they are followed.</p>
<p>Of course, you should have a property in mind before taking a step toward purchase. Once you have selected the property and have the financing in place, it is time to see a lawyer who is not associated with anyone in the organization from which you are purchasing the property. The lawyer has certain due diligence that must be done before advising a buyer to proceed.</p>
<p>This includes:<br />
Probably the biggest mistake made by buyers in Cyprus, is to sign the developer&#8217;s standard contract without taking legal advice. The lawyer will check the title to ensure that it is free of any encumbrances that would create a problem for the buyer taking a clear title. The lawyer will also make certain that all property transfer laws are followed. If you start the purchase process without a lwayer, start over with a lwayer. There are many laws and rules in place for your protection, but only a lawyer will know these.</p>
<p>It is essential that a purchaser deal with a registered agent only. A registered agent by law carries an insurance policy to protect their client from any wrongful actions. A registered agent follows a national code of conduct – only registered agents can assure you of this code. It is illegal in Cyprus for anyone who is not licensed and registered to operate as an estate agent; a buyer should request evidence of registration when enquiring about property.</p>
<p>Legal estate agents are members the Cyprus Real Estate Agents Association, CREAA. Buying a property with a title deed is always preferable as it is a clear-cut transaction. However, buying without a deed, or even from a plan is fine, and is most often the method of purchase. However, the deal must be done properly and with the advice of a lawyer. There is also an advantage without a title deed as it is often cheaper than buying a completed and ready-for-immediate-delivery property; also, stage payments apply. Remember, 9 out of 10 Estate Agents in Cyprus are not licensed.</p>
<p>The only drawback is that the actual deed may not be available for years. The Land Registry figures released in October 2008 showed that 29,949 non-Cypriot property buyers were waiting for their Title Deeds. Only 4,400 property Title Deeds were actually transferred to non-Cypriot property buyers during the previous four years.</p>
<p>So if their past performance is anything to go by, it will take the Land Registry nearly 24 YEARS to transfer Title Deeds to the 29,949 who are still waiting. The holder of the Title can do about anything with the property they want to do, whilst the actual owner can do nothing , or very little, with the property.</p>

			<content:encoded><![CDATA[<p>Dubai has achieved a reputation as a safe haven in recent months amid geopolitical turmoil across much of the Middle East especially in Egypt, Libya and Bahrain, which has enticed many property investors and funds back to the country&#8217;s real estate sector. The UAE remains an attractive destination for GCC nationals to invest in real estate because of its developed regulatory systems and value for money properties, industry analysts said yesterday.</p>
<p>New figures released by the UAE Ministry of Finance show an increase in the number of registered real estate contracts held by Gulf nationals in the UAE. The statistical report on the Gulf Common Market, which was released on Saturday, revealed the number of contracts had increased to 4,604 in 2010 from 4,024 the previous year.</p>
<p>&#8220;These figures suggest there are properties available that have reached a good price at which people can afford to buy,&#8221; said Elaine Jones.</p>

			<content:encoded><![CDATA[<h3>When are my weeks this year?</h3>
<p><strong>Your specified weeks are shown on your purchase agreement.</strong></p>
<p>You can view a copy of the resort calendar from this page, showing which dates your weeks fall on. In accordance with the Rules, you can occupy your property from 4pm on the first day and up to 10am on the last day of your weeks.</p>
<h3>Can I book my flights now?</h3>
<p>Yes,  provided you are up to date on any payments under your purchase agreement, including  this year’s maintenance fees, you can make travel plans. You must complete and return the booking form at least 7 days before your arrival date.. We would recommend that all owners wait for their booking to be confirmed before confirming their travel, no compensation will be offered for any members who book flights and are unable to stay at the resort because they have not complied with their purchase agreement or the Rules.</p>
<h3>What if I can’t use my weeks this year?</h3>
<p>You can allow any friends or family to use your weeks, or you can rent out your weeks in the property externally. In any of these events, you still need to submit the booking form so that we know who will be using your weeks and when they will be arriving.</p>
<p>As you know the resort is affiliated to the RCI global exchange network allowing you to exchange your weeks for time in any of their other resorts and accommodation at other times of the year as well (subject to the relevant exchange fees). Having completed the procedures to set-up the resort on RCI’s systems towards the end of last year, enrolments will commence in time for the start of year two giving every owner the best chance of trying out this service.  More information about how to exchange your weeks will be sent to you directly by RCI in due course.</p>
<h3>When do I have to pay the first year’s maintenance fees?</h3>
<p>All members have to pay their first year’s maintenance charge in advance, regardless of when their weeks actually fall in the year. This is because many of the costs covered by the service charge are also payable in advance. You must pay the maintenance charge even if you do not use your weeks.<br />
You should receive a payment reminder for each year’s fees before they fall due, however please contact us if you are unsure how to pay or what the amount is.</p>
<h3>Is there anything else I have to pay?</h3>
<p>You can choose to pay for certain additional optional services such as an airport transfer, which we recommend for your first visit, direct to Signature Resorts. Please see the booking form for more information, or speak to their on-site team when you are at the resort. You will also have to pay for any damage or breakages during your stay before you check out.</p>
<h3>When will we receive our fractional ownership certificate?</h3>
<p>In accordance with the scheme terms, fractional ownership certificates will be issued to owners once they have paid the purchase price in full and the title to the properties has been registered in the name of the owning company. We will keep all owners updated on registration of title deeds in the name of the owning company. Until that time owners are still able to enjoy all their ownership rights and use their weeks under the terms of their purchase agreement. </p>
<h3>Who do I need to tell if my contact details have changed?</h3>
<p>Please contact us as soon as possible if any of your contact details have changed from the purchase agreement so that we can be sure you will receive any important information we send to members. We recommend that you contact us by email to info@wearehome.com or by telephone on 0800 111 6789</p>
<h3>How can I change the ownership details for my weeks?</h3>
<p>You can transfer ownership at any time by sale or gift, or you can add or remove names to the purchase agreement and fractional ownership certificate. There is an administration fee payable (currently £149) to Tatton Trustees for any ownership changes. Please notify us by email to info@wearehome.com or by telephone on 0800 111 6789 if you want to change the ownership details of your weeks.</p>

<p>We have put together a gallery of pictures so that you can share them to friends, family and anyone who might be thinking of using your weeks in the scheme. <a href="http://www.selectproperty.com/torch-fractional-faqs/gallery/">You can access the gallery here.</a></p>
<p>We will add further pictures of the building and the apartments over time as we receive them, please also send us your own shots from your visit if you are happy for us to share them with other owners.<br />
(Please note that these images are being made available for the personal interest of owners in this scheme and should not be used commercially without reference to the rightful copyright owner.)</p>
<h3>What facilities and amenities are there in the apartment and building?</h3>
<p>The apartments are fully furnished including a sofa-bed, washing machine, television and DVD player, oven, hob and microwave, and most standard kitchen utensils, hairdryer, ironing board and iron. The rooms are cleaned and linen changed weekly. The building has 24 hour concierge and security. Within the building residents can use the outdoor pool and Jacuzzi, sauna and steam room, and a fully equipped gym. Each apartment also has one car parking space.</p>
<h3>How many people can the apartments accommodate?</h3>
<p>Each apartment has a sofa bed, therefore a one bedroom apartment can accommodate four people and a two bedroom apartment can sleep six. In the interests of health and safety and out of consideration for other owners, the management company will refuse to check-in parties which include more people than the apartments can comfortably accommodate.</p>
<h3>When are my weeks this year?</h3>
<p><strong>Your specified weeks are shown on your purchase agreement.</strong></p>
<p>You can view a copy of the resort calendar from this page, showing which dates your weeks fall on. Please make sure you are looking at the right year column as the exact dates vary from year to year. All specified weekly periods begin and end on a Saturday, in accordance with the Rules of Occupation, you can occupy your property from 4pm on the first day and up to 10am on the last day of your weeks.</p>
<h3>How do I book to stay in my apartment for my weeks?</h3>
<p>You need to submit a booking form to confirm the details of the people who will be using your apartment and their arrival and departure dates. The booking form can be downloaded from this page and, once complete, should be sent to our local service partner Howdra by email – concierge@howdra.ae or by fax to 00971 4 2380084. We strongly advise that you do not confirm your flight booking until you have received confirmation of your booking in the apartment. </p>
<h3>What do I need to do before arrival?</h3>
<p>You will need to submit a booking form (which you can download from this page) and send passport copies for the people who will be staying in the apartment during your weeks. Your booking will only be confirmed if you are up-to-date with payments, including your  maintenance charge for the relevant year. </p>
<h3>What if I can’t use my weeks this year?</h3>
<p>You can allow any friends or family to use your weeks or offer your weeks for rent, either privately or through our own channels using  third-party booking agents. In any of these events, a booking must still be arranged using the standard booking  form in the same way. </p>
<p>If you are planning on exchanging your weeks using your membership to Interval International, you should contact them directly. Most of their membership services are accessed through their website at www.intervalworld.com, alternatively you can call them on 0844 701 4444</p>
<h3>When do I have to pay the first year’s maintenance fees?</h3>
<p>All members have to pay their  maintenance fees in advance each year, regardless of when their weeks actually fall in the year. This is because many of the costs covered by the service charge are also payable in advance. You must pay the maintenance charge even if you do not use your weeks.</p>
<p>You should already have received a payment reminder for  your maintenance fees in 2012, however please contact us if you are unsure how to pay or what the amount is.</p>
<h2>Is there anything else I have to pay?</h2>
<p>There may be optional services available to you from the management company during your stay, including airport transfers, laundry and shopping, which are chargeable separately. You will also have to pay for any damage or breakages during your stay before you check out.</p>
<h3>When will we receive our fractional ownership certificate?</h3>
<p>Under the scheme terms fractional ownership certificates can only be issued once the title deeds to the properties have been issued to the owning company. The title deeds have now been issued – somewhat later than expected after completion of the building. Once the original deeds have been received, checked and safely archived by the scheme trustee, they will issue an ownership certificate to everyone on the members’ register. Until that time owners are still able to enjoy all their ownership rights and use their weeks under the terms of their purchase agreement.</p>
<h3>Who do I need to tell if my contact details have changed?</h3>
<p>Please contact us as soon as possible if any of your contact details have changed from the purchase agreement so that we can be sure you will receive any important information we send to members. We recommend that you contact us by email to premierproperty@selectproperty.com or by telephone on 0161 488 3560. There is an admin charge payable to the trustee to update their register of members and to reissue ownership certificates, if required.</p>
<h3>How can I change the ownership details for my weeks?</h3>
<p>You can transfer ownership at any time by sale or gift, or you can add or remove names to the purchase agreement and fractional ownership certificate. There is an administration fee payable to the trustee for any such changes. Please contact us if you want to change the ownership details of your weeks so we can send you the necessary form to complete.</p>

			<content:encoded><![CDATA[<p>The most famous of the seven Emirates in the United Arab Emirates (UAE), Dubai is a world-class destination.</p>
<p>The story of ‘modern’ Dubai is relatively short. The Emirate has been established for thousands of years, yet within the last few decades, Dubai has transformed itself into the ambitious, dynamic Emirate we experience today.</p>
<p>In 1894, the introduction of full tax exemption invited traders around the world to take advantage of the Emirate’s unique benefits. In the 1940’s and 50’s, Dubai prospered in the gold trade, providing a strong economy for its 40,000 population. This was just the start as the mid 1960’s unveiled the discovery of oil and Dubai’s economy went into overdrive, leading to an influx of foreign workers.</p>
<p>In 1973, Dubai joined the other Emirates to adopt a single, uniform currency: the UAE dirham. In the late 70s, the Jebel Ali Free Zone was created, comprising the world’s largest port and providing foreign countries and businesses unrestricted import and export.</p>
<p>As oil prices increased, Dubai focused closely on developing free-trade and tourism. In 2000, the Dubai Financial Market was established and by 2006 had made a net profit of approx AED 797.5 million. The Emirate also invested into developing the Jebel Ali Free Zone, which soon became a success and contributed 26% towards Dubai’s total GDP in 2007.</p>
<p>In addition to Jebel Ali, Dubai Internet City and Media City were two of the original free-zones, offering foreign companies the tax free commercial space so highly sought after. With thousands of companies moving offices to Dubai, the demand for residential real estate was unprecedented. The world’s eyes turned on Dubai, with investors looking to invest in Dubai  property before construction even began.</p>
<p>In 2002, The Crown Prince of Dubai made a commitment to allow foreign nationals to own a property freehold within the Emirate. This was followed in 2006 with the publication of the lands law allowing foreign nationals the right to register their freehold property.</p>
<p>Despite the recent global economic conditions, Dubai retains the fundamentals which excelled it to become an investors dream, a place like no other and one of the most thriving destinations for real estate in the world. While there has been an adjustment in demand, the market is now returning and prices have bottomed out.  Now, some of the best property deals ever witnessed are available on the market. Some desirable areas such as Dubai Marina have in fact experienced a rise in rental prices.</p>

The RAK FTZ currently has around 80 Turkish companies registered and the emirate is stepping up its efforts to reach international business and investment communities. RAK FTZ, which already operates a liaison office in Turkey, joined the ranks of international exhibitors at the CeBIT Bilisim Eurasia 2008, the leading business and technology platform held annually in Istanbul. &#8216;Exhibiting at CeBIT Bilisim Eurasia is essential to achieving RAK FTZ&#8217;s goals to reach out to business communities within the region,&#8217; said Gulay Avci, RAK FTZ Regional Manager. CeBIT Bilisim Eurasia, which attracted 971 exhibitors and over 159,000 trade visitors from all over the world this year, presented the perfect opportunity for representatives from RAKFTZ&#8217;s Turkish Liaison Office to advertise the free zone&#8217;s services and facilities.RAK FTZ also attended the IBF Forum and Musiad Exhibition in Istanbul. The annual trade exhibit was attended by over 2,200 businessmen and guests, with more than 408 companies from across all sectors participating. A total of 141,415 students from 159 schools in the UAE read 1,323,218 books in two weeks.The Million Book Challenge was launched on November 2nd with schools from across the UAE including Ras Al Khaimah and Dubai participating in the contest.Students and parents registered each book read though their school&#8217;s administration and mystery guest readers also attended schools around the UAE reading books to students. Dubai Cares will now donate one book for every book read to a child in need in Arab countries and around the world. Those applying for driving licences will have to get registered with the Ras Al Khaimah Driving Academy. Colonel Nasser Muradad, who heads the emirate&#8217;s Traffic and Licensing Department, said this will be applicable to all people seeking driving licences. 			<content:encoded><![CDATA[<p>Contracts for new hospitals in Ras Al Khaimah worth &#8217;112 million have been awarded by the ministries of Health and Public Works. The facilities, due to be completed by 2010, are intended to meet the growing demand for health services in the emirate. Dr Ali bin Shukr from the Ministry of Health, said several small, mobile medical units for patients in isolated villages and rural areas would also be established. Ras Al Khaimah now has three Government hospitals with 452 beds and a total staff of 1,676, including doctors, nurses, pharmacists and technicians. There are 17 registered health centres specialising in maternity, primary health care, dental and gynaecology. Mr Shukr said the ministry also planned to expand Sheikh Saqr Hospital&#8217;s emergency and intensive care department by 20 beds to meet demand. 			<content:encoded><![CDATA[<p>A property regulator has been set up in Ras Al Khaimah, providing greater security to property investors in the emirate.</p>
<p>A number of developers have already registered their residential properties in Ras Al Khaimah with the The Ras Al Khaimah Investment Authority (RAKIA) Real Estate Regulatory Agency (RERA), which will govern the implementation of escrow accounts relating to all freehold development projects.</p>
<p>RAKIA RERA will also keep an eye on residential building work by hiring engineers to monitor off-plan developments.</p>
<p>Yahia Kambris, general manager, commented: &acirc;€œThe escrow account has been implemented to prevent mishandling of construction funds and ensure that investor&acirc;€™s money is spent according to the master plan of the project.&acirc;€</p>

			<content:encoded><![CDATA[<p>Last week the total value of land transactions reached a peak of AED 3.09 billion in Dubai. Investment into land sales were more than half the total transactions, which exceeded AED 1.90 billion. During this period, the total value of mortgages also reached AED1.19 billion. This was reported recently by the Dubai Lands Department. </p>
<p>Lands Department, responsible for overseeing Dubai Property and land transactions, registered a total number of 50 sale transactions by the end of this week. The most valuable plot during this period was sold for around AED 600 million in Dubai. Investments into Dubai Property was also observed as 760 apartment and villa sales transactions took place.</p>

The Dubai Land Department reported this and added that out of these transactions more than AED806.65 million was contributed by sales. The most valuable plot sold by the Lands Department on the day was worth approximately AED 200 million. </p>
<p> Dubai&#039;s Lands Department stated that during this period these transactions also included mortgages worth AED53.85 million. This also included 56 mortgages worth AED21.05 million, which were registered on villas and apartments.</p>
<p>Villas and apartments in freehold areas also saw 86 sales transactions taking place. Out of these 86, transactions worth AED 62.13 million were for apartments, whilst a transaction worth AED1.95 was for a villa. </p>

			<content:encoded><![CDATA[<p> Ras Al Khaimah Free Trade Zone (RAK FTZ) has recently announced that the free zone has achieved a significant growth of more than 50 percent. The free zone also realised a growth of 13.30 percent in the amount of new business licenses registered from 2007 to 2008. </p>
<p>Ras Al Khaimah Free Zone has demonstrated the continual maximisation of business growth through the introduction of innovation and technology. The free zone currently is home to more than 5,700 companies that contribute a total of AED10 billion to Ras Al Khaimah&acirc;€™s prosperous economy. </p>
<p>It is estimated that in the future AED7.3 billion is planned to be invested into Ras Al Khaimah free trade zone. This shows the Emirate&acirc;€™s effort in ensuring its continuous growth. 			<content:encoded><![CDATA[<p> Dubai  Lands Department has recently revealed statistics, which show Britons topping the list of apartment owners in Dubai. The Lands Department&acirc;€™s statistics also revealed that the majority of the owners of villas in Dubai are Indian citizens.</p>
<p>Dubai Lands Department also reported that a total of 13,774 apartments had been registered with them between 1963 and 2008. Out of these, nearly 20 percent of the apartments, or 2,755 units, were owned by British citizens. The next in line are Indians and Pakistanis, who share second place in the list of apartment owners by holding 14 percent of the market share.</p>
<p>Even though statistics show that they prefer to purchase apartments, British citizens nevertheless own 17 percent or 754 out of the 4,436 total villas registered. However, statistics released show Indians top the list of villa buyers by owning 932 villas or 21 percent of the total market. </p>

			<content:encoded><![CDATA[<p>The Chairman of the  Ras Al Khaimah Municipality, Mubarak Ali Al Shamsi, who is also the President of the Saud Housing Programme and one of the board members of the Zayed Housing Programme in Ras Al Khaimah, said families in Ras Al Khaimah with old houses should register with housing programmes in the emirate in order to get new houses.</p>
<p>Al Shamsi noted that so far about 8,000 Emiratis in Ras Al Khaimah had applied to both the Zayed Housing Foundation and the Saud Housing Programme, of which 6,000 had already been given possession of new houses.  </p>
<p>Shaikh Saud bin Saqr Al Qasimi, Crown Prince and Deputy Ruler of Ras Al Khaimah has also promised to meet the housing needs of the residents and the government has allocated land for building property for nationals.</p>

			<content:encoded><![CDATA[<p>A high profile media delegation has visited from Germany the Ras Al Khaimah Free Trade Zone.  The purpose of the trip was to explore the emirate&acirc;€™s business and tourism environment and to understand its competitiveness within the region.</p>
<p>The delegates were welcomed by Oussama El Omari, CEO of RAK FTZ, and expressed appreciation in their interest to support Ras Al Kahimah&acirc;€™s efforts to promote a stronger business relationship with Germany.  </p>
<p>El Omari highlighted that the visits of various media delegations to RAK FTZ have played a fundamental role in helping the zone to penetrate and expand in international markets like Europe. The new system, Ogood, will enable effective implementation of Law No 13 for regulating the interim real estate register in Dubai and creating consumer protection within the Dubai real estate market.</p>
<p>Details of residential apartments, villas, offices and retail shops for 230 developers in Dubai have been entered during the preliminary phase of the programme.</p>
<p>Mohammed Sultan Thani, Assistant Director General, Excellence and Organisation Governance, Dubai Land Department, said: &quot;Dubai has witnessed the issuance of specific real estate laws that prioritise the interests of the country and all stakeholders. The laws also seek to establish trust in the market, attract foreign investment and sustain the sector&#039;s growth. The latest among them is the law that focuses on the interim real estate register.”</p>

<p>BHEL also secured its first ever order for generating equipment from the United Arab Emirates from the  Ras Al Khaimah  Investment Authority for supply and supervision of 2&#215;42 MW Gas Turbine Generator sets. 			<content:encoded><![CDATA[<p>Norton Rose has drafted a new arbitration law for the  Dubai International Financial Centre (DIFC) that will see Dubai competing with London, Paris and Singapore as an international forum for disputes. The new legislation came into force on 1st September.</p>
<p>DIFC governor Dr Omar Bin Sulaiman said the passing of the new law and the launch of the arbitration centre means that the DIFC now provides an all-round legal service for litigation. </p>
<p>The key change in the framework is that anyone can now come before the DIFC. Previously one or more parties had to be registered with the DIFC or be a lawyer from the region. Now it’s a neutral forum.</p>
<p>The Dubai International Financial Centre’s initial aim is to retain arbitrations within Dubai but the centre also feels it can now service international disputes. </p>

			<content:encoded><![CDATA[<p>The UAE Ministry of Health in collaboration with the Ministry of Public Works are to build three big hospitals in  Ras Al Khaimah by 2010 at a cost of Dh700 million. The ministry is also planning to set up a number of small mobile medical units to reach patients in the villages of Ras Al Khaimah. </p>
<p>The largest, Shaikh Khalifa Hospital, would cost about Dh350 million and would be completed in 2010. Another, a specialty hospital, would cost up to Dh250 million and the last would be a 60-bed hospital estimated to cost Dh100 million. </p>
<p>Ras Al Khaimah currently has three hospitals with 452 beds that received 163,000 patients last year.  Ras Al khaimah also has 17 registered health centres in different specialties like maternity, primary healthcare, dental and gynaecology. </p>

			<content:encoded><![CDATA[<p>The  Dubai Government&#039;s new mortgage law is a landmark legislation aimed at better regulating the booming real estate sector in Dubai.  The law reinforces Dubai&#039;s determination for higher transparency and corporate governance, both critical to Dubai’s growth and future prosperity. During a period of unprecedented economic buoyancy, development and diversification, the law also demonstrates to the regional and international investment community Dubai’s commitment to uphold the highest regulatory standards to live up to its image as the globe&#039;s most sought after  investment destination.</p>
<p>The decree seeks to regulate the mortgage process in an effort to protect the rights of lenders and borrowers and improve transparency. It stipulates that mortgage contracts be registered with the land department, specifying the size of the loan, the repayment period and the value of the property to which the loan is linked. The law also requires that mortgages taken out on properties in Dubai be sold by registered financial institutions, and be insured.  Since the law requires the borrower and lender to present full financial documents when the mortgage is registered, it not only gives more confidence to the lender and gives more security for banks but also enhances transparency and boosts investor confidence.  </p>
<p>As with the property boom in Dubai in 2002 when foreign investors were invited to invest in the property market, the new law will stimulate the regional mortgage market. With a new regulation in place, the mortgage market will see the entry of more global mortgage lenders who may roll out more cost-effective options for buyers. Hopefully, the net effect will be a scenario where it would be cheaper to buy a home in Dubai, and add weight to the argument for buying rather than renting. </p>

			<content:encoded><![CDATA[<p> Ras Al Khaimah Free Trade Zone Authority (RAK FTZA), one of the fastest growing Free Trade Zones in the region, has reported significant growth in the first half of 2008. </p>
<p>Over the first six months of 2008, a total of 847 new companies registered, bringing the total registered companies to 4,773 by the end of June.  RAK FTZ companies contribute an estimated capital of Dh10 billion to the Ras Al Khaimah economy. Future investments of Dh1 billion are also in the pipeline for the Free Trade Zone. </p>
<p>Oussama El Omari, CEO of RAK FTZA, said: “RAK Free Zone’s results in the first half of the year have exceeded our expectations and targets.  These results can be attributed to the free zone’s reputation in the market and our satisfied clientele as we continue our efforts to build an ideal business and industry environment at RAK FTZ.” </p>
<p>El Omari attributed the impressive growth in external trade and investors to the unprecedented economic and commercial initiatives unveiled by the Crown Prince and Deputy Ruler of Ras Al Khaimah His Highness Sheikh Saud Bin Saqr Al Qasimi. He said that the continuous support of Ras Al Khaimah’s leadership contributed to establishing Ras Al Khaimah’s stature as a leading investment and trading destination regionally and internationally.</p>

			<content:encoded><![CDATA[<p>Dubai International airport has handled an average of three million passengers per month throughout the first half of 2008, registering a growth of 13.8 per cent over last year.      </p>
<p>The airport handled a record 18.46 million passengers during the first half of this year, with March being the busiest month where it flew 3.25 million passengers. The average passenger movement per day at the airport and the cargo handled have both increased.      </p>
<p>The growth reflects the robust economy of  Dubai and its emergence as both a regional and global centre for trade, travel and tourism. </p>
<p>&quot;The airport is the main gateway to the city of Dubai which is recognised as a global commerce and tourism hub. The growth of the city and that of the airport are entwined in a directly proportional relationship,&quot; President of Dubai Civil Aviation Authority Sheikh Ahmed bin Saeed Al Maktoum said.    </p>

			<content:encoded><![CDATA[<p> Ras Al Khaimah yesterday announced a new law &#8211; Guarantee Accounts of Real Estate Development &#8211; in a move to streamline property purchases in the emirate. </p>
<p>The Guarantee Accounts are similar to Dubai&#039;s Escrow Law of 2007. The Ras Al Khaimah law, effective from July 3rd, makes it mandatory that developers wishing to sell off-plan units in real estate development projects must apply to the Ras Al Khaimah Investment Authority (RAKIA) to open a Guarantee Account.  Amounts paid by buyers towards property purchases or by project financing parties will be deposited in the guarantee account.</p>
<p>According to the law, developers licensed to carry out real estate development activities in the emirate should be registered in the Register of Developers&#039; to be prepared by RAKIA. The law applies to any party who sells units from a property development plan prior to the projects completion or in the process of construction.</p>
<p>The law will help boost the confidence of real estate investors by protecting their interests.</p>

			<content:encoded><![CDATA[<p>A delegation of high profile Iranian media was received by  Ras Al Khaimah Free Trade Zone Authority as part of the Ras Al Khaimah government&#039;s efforts to highlight its state-of-the-art facilities and to promote RAK FTZA. </p>
<p>The aim of the visit was to highlight the business climate and opportunities that exist in the emirate in order to further economic exchange and cooperation between Iran and the Emirate of Ras Al Khaimah.</p>
<p>CEO of RAK FTZA said, &quot;We are keen to enhance our ties with the international media which we know can play a decisive role in promoting business between regions and organizations. The media is a very important source of information, education, and entertainment which brings all regions of the world closer together”.  Several other media delegations, including leading journalists from Germany and India will be visiting RAK FTZ shortly to strengthen bilateral ties and relationships with those nations.</p>
<p>There are currently 648 Iranian companies registered with the RAK FTZ. </p>

<p>The Bolton University’s new Ras Al Khiamah campus will be offering its programs in several key fields commencing in September 2008 and will welcome 250 students in its first academic year. </p>

			<content:encoded><![CDATA[<p>An overhaul of the health care system in  Dubai  will mean that every worker from chief executive to labourer will have access to the same health care. Employers will be required to pay a fee to the Government that is intended to cover most of the costs of health care for their expatriate employees and their dependents. </p>
<p>The Dubai Health Authority announced that the new system would ensure that everyone in the emirate had access to basic health services, including primary outpatient care, non-emergency in-patient care and prescription drugs.</p>
<p>All expatriates living in the emirate are expected to have registered with a primary clinic by the end of 2009. The clinics will receive fixed sums for every patient they have registered. </p>

			<content:encoded><![CDATA[<p>The  Ras Al Khaimah Traffic and Licensing Police have opened a new vehicle inspection station for examining the mechanical conditions of light vehicles during registration and licence renewals. </p>
<p>The old inspection station located near the old Traffic Police Headquarters will now handle only heavy vehicles. The new inspection station would help reduce congestion at the old station. There are also plans for two more inspection stations to be established in the remote areas of Masafi in southern Ras Al Khaimah.</p>
<p>The head of Ras Al Khaimah’s Traffic and Licensing Police, said the number of new vehicles registered in Ras Al Khaimah each year has increased and certain services like the vehicle inspection need to be improved and expanded to cope with the increased number of vehicles in the emirate, especially during the registration and renewal of licences.</p>

			<content:encoded><![CDATA[<p>The United Arab Emirates Government plans to introduce a nationwide system to regulate the motorsport of drifting. Notorious for causing accidents, drifting involves performing risky stunts at high speeds in sport cars and four-by-fours. It is especially popular among young people, and takes place regularly in car parks and on public roads.</p>
<p>The Emirates Motor Sports Federation plans to create an official circuit for drifting that will formalise a set of rules and penalties for drivers and owners of automobile racing clubs in the seven emirates. </p>
<p>Motorsports clubs that host drifting competitions would soon have to register with the Emirates Motor Sports Federation before holding an event. Major clubs in Al Ain, Umm al Qaiwain and  Ras Al Khaimah , as well as others in the country, have agreed to abide by the new rules.</p>
<p>The Federation will provide the clubs with qualified personnel to judge and organise competitions. Police and emergency services must also be present to have a sanctioned competition. The government aim is to create a professional sport with all the proper regulations.</p>

			<content:encoded><![CDATA[<p>The government in Bulgaria  has approved a deal to sell a 70 percent stake of a state-run merchant marine operator to a German-led consortium for 225 million Euros.</p>
<p>The Bulgarian registered consortium KG Maritime shipping, led by Germany&#039;s Martrade Shipping &amp; Transport, was the sole remaining bidder as the other bidders failed to meet privatization requirements set by the government.</p>
<p>The state-owned Maritime Navigation shipping company has a fleet of 71 ships, most of which need to be upgraded. The buyer has pledged to invest 390 million Euros over the next 10 years.<br />
The deal allows for the remaining 30 percent of the company to be offered for sale to the buyer after a period of five to six years.</p>

			<content:encoded><![CDATA[<p>The National Statistics Institute have published data showing a 30 per cent growth in exports in Bulgaria  for January and February of 2008, compared to the same period of last year. The monetary value of the increase is BGN 1,147 billion.</p>
<p>The most significant growth is in the export of animal fats, oils and wax to EU member countries – by 600 per cent. The export of mineral fuels and products, non-alcoholic and alcoholic beverages and tobacco to the EU has doubled. The export of machinery, equipment, transportation vehicles, chemicals and chemical products has increased between 30 and 40 per cent.</p>
<p>Bulgarian imports have also registered growth in the beginning of 2008 at 25.1 per cent. The majority of the imported products include machinery and equipment, mineral fuels food products and livestock.</p>

The energy holding, which would take over the state stakes in Maritsa Iztok mines, Maritsa Iztok II thermal power plant, state-owned gas distributor Bulgargas, power grid operator National Electricity Company and Kozloduy nuclear power plant, requires a consultant to assist in its establishment.</p>
<p>The ministry plans to award an eight-month contract, with the adviser tasked to prepare the ground, register the holding, outline a development strategy and suggest measures to improve the regulatory framework. It would also have to oversee the merger of the companies and propose a personnel efficiency plan.</p>

This can only benefit  Ras Al Khaimah , one of the United Arab Emirate&#039;s seven emirates, which offers varied business opportunities with tax, rent and labour advantages, all located only 70 kilometres from Dubai.</p>
<p>Ras Al Khaimah Free Trade Zone said they had not been affected by recent global downturns and have instead increased their rate of growth. Last month, 151 new companies registered in the zone and they have a monthly average of 130-140 new companies registering.</p>

			<content:encoded><![CDATA[<p>The National Statistical Institute show that prices for residential properties in Bulgaria  have registered an increase of about 7 percent since the beginning of the year.</p>
<p>The most expensive properties are those in the capital city of Sofia where prices are expected to further increase with expectations for annual growth to range between 10% and 20%. The Black Sea town of Varna has also seen significant price rises and attracted investors’ interest.</p>
<p>The average price paid for residential places across the country has reached 1300 Euro’s/m2 in the period January to March 2008.</p>
